Over the years, the CDC has entered “no sail orders” when hundreds of passengers and crew turned ill with norovirus or other gastrointestinal illnesses. Back in 2011, one of the notable incidents concerned the CDC shutting down the Celebrity Mercury which was crusing out of Charleston, South Carolina. After three consecutive norovirus outbreaks which sickened literally 1000’s of friends and crew members, the CDC finally prohibited the cruise ship from crusing and additional harming the general public by entering a strict “no sail” order. Obviously, native state and metropolis health inspectors do not have jurisdiction to board and examine vessels engaged in international sailings.
